As said in an announcement by the Federal Reserve, "financial institutions must have effective, independent real estate appraisal and evaluation programs," and that appraisers fulfilling reviews must "have the proficiency and expertise to assess compliance with the Federal Reserves appraisal regulations and guidelines." According to the Federal Reserve, appraisal reviews "have to decide whether the appraisal or evaluation is appropriate for the transaction, the liability of the transaction, and whether the manner by which the collateral valuation is acquired guarantees independence and quality." They "must also demonstrate whether the appraisal or evaluation report is compatible with the engagement letter, which sets forth the capacity of the appraisal assignment." Lastly, the Federal Reserve notes that "some banks add periodic reviews with post-funding evaluations of appraisal quality for a number of their higher-liability or greater-value affairs as a means to help in revealing valuation dilemmas."
In addition to coordinating our work to the procedures and guidelines of our review customers, there are four Fannie Mae forms that are mostly used for review services, and we'll prepare an appraisal review on any of them. They include an appraisal "desk" review, a "field" review, a "short" form and a "narrative" form. At Crest Appraisal Services, we're qualified in all kinds of appraisal reviews, review procedures and the requirements of review appraisers.
